A 63-year-old grandmother jailed in 1996 on a non-violent drug charge has been released from prison after she was granted clemency by President Trump.

Alice Johnson ran towards an emotional reunion with her family after leaving the prison in Pickens County, Alabama.

Her case was highlighted when Kim Kardashian West, who has lobbied for her release, met Mr Trump last week.

The White House said Johnson had been a model prisoner and worked hard to rehabilitate herself.

She was jailed alongside 15 others for taking part in a cocaine distribution ring, and convicted on charges of attempted possession of drugs and money-laundering in Tennessee.

Long battle finally over

After four years and two presidential administrations, Alice Marie Johnson is finally going home.

I first began communicating with Ms Johnson as she waited to hear whether or not she'd been approved under President Barack Obama's Clemency Initiative in 2014. She easily met all of the criteria, she had a spotless disciplinary record and even her own warden felt that she deserved to go home.

But days before he left office, Mr Obama denied her as well as hundreds of others. She swore to me she would never put her family through this process again - the disappointment was too painful for her two daughters.

Renewed hope came in the unlikely form of a reality TV superstar - Kim Kardashian West, whom Johnson began referring to as her "war angel". Today, the long battle is finally over, though it is more a testament to the arbitrariness of the clemency process than anything else.

According to Ms Johnson's lawyer Brittany K Barnett, it was Kardashian West herself who called to deliver the news to Ms Johnson.

"Overwhelmed with emotion, Alice said it feels like she has been 'resurrected from the dead and she has her life back'."

What did the White House say?

"Ms Johnson has accepted responsibility for her past behaviour and has been a model prisoner over the past two decades," the White House said in a statement.

"Despite receiving a life sentence, Alice worked hard to rehabilitate herself in prison, and act as a mentor to her fellow inmates."

The statement added that the administration believed in being tough on crime but believed in giving a second chance to those who tried to better themselves in prison.

How did Kim Kardashian get involved?

Kardashian West joined what has been a long-running campaign for Johnson's freedom, spearheaded by the clemency foundation CAN-DO, friends and family.

She was first alerted to the issue after spotting a video about the case on social media.

Kardashian West visited the White House with her lawyer, Shawn Holley, and had also linked up with Mr Trump's son-in-law and presidential adviser, Jared Kushner, who has been lobbying for prison reform.

In a tweet shortly after the White House announcement, Kardashian West described Alice Johnson's clemency as inspirational.

The presidential pardon power has few restrictions and scant oversight. The checks on it, such as they are, rely on norms and administrative practice without the binding force of law or constitutional strictures.

Donald Trump appears to be realising that the pardon has been a tool underutilised by his predecessors, which has the potential to grab headlines and demonstrate presidential decisiveness.

With a showman's flair for the dramatic, he has turned the pardon process into a media spectacle, entertaining suggestions from celebrities and politicians, and publicly musing about who might receive a presidential benediction next.

Setting aside talk of self-pardons and the implications the more generous use of the power might have for the Russia probe, Mr Trump has - at the very least - once again rewritten how presidents ought to conduct themselves.

This president clearly believes that just because something hasn't been done that way in the past, it doesn't mean he can't do it that way now.

How do you get a presidential pardon?

The US constitution allows the president the "power to grant reprieves and pardons for offences against the United States, except in cases of impeachment".

A president can offer clemency, commutation or a full pardon, even if an individual has not been charged or convicted for federal crimes - but not at the state level.

There are currently about 9,000 clemency petitions left over from the ramp up in applications that occurred under the Obama administration, and according to University of St Thomas law professor Mark Osler, the Trump administration has done little to clear the backlog.

He adds that while he is happy for Ms Johnson and her family, there is an inherent unfairness in the way it was accomplished.

"We seem to have a dual process - one that starts with at the pardon attorney and one where people make a direct appeal to the president," he told the BBC.
"I hope he would look beyond celebrities at the hundreds and thousands of people who are more like Alice Johnson than like Scooter Libby."

At the same time, Mr Osler says that applying for clemency through the US pardon attorney is a "ridiculously bureaucratic" process and that if Mr Trump is interested in making the process faster, that's a good thing.

"I think he should ditch the long process and formalise the short one," Mr Osler told the BBC. "[It would be] far more than President Obama did in the first two years of his administration."

  Other acts of clemency by Trump

The commutation of Alice Johnson's sentence is the seventh act of clemency President Trump has granted since coming into office - and the second following intervention by a celebrity. The others were:

°      Former Arizona sheriff Joe Arpaio, 85, had been convicted of criminal contempt but was
pardoned in August 2017 while awaiting sentencing

°       Sholom Rubashkin, owner of a kosher meat processing plant in Iowa, was convicted of fraud in 2009 and sentenced to 27 years in prison. His sentence was commuted in December 2017

°      Former Navy sailor Kristian Saucier was convicted in 2016 of taking photos of classified areas inside a US submarine and was pardoned in March 2018

°      Scooter Libby , chief of staff to former US Vice-President Dick Cheney, was convicted in 2007 of lying about leaks to the media. He was pardoned in April 2018

°      Boxing's first black heavyweight champ Jack Johnson was convicted in 1913 of taking his white girlfriend across state lines. He was
pardoned in May 2018 after his case was raised by actor Sylvester Stallone

°      Conservative writer Dinesh D'Souza was convicted in 2014 of violating campaign finance laws and sentenced to five years of probation. He was pardoned in May 2018

Japan's PM Shinzo Abe is set to hold a last-minute meeting with Donald Trump, days before the US president meets North Korean leader Kim Jong-un.

Mr Abe's visit is part of a surge of diplomacy ahead of the unprecedented summit on 12 June in Singapore.

Few details of the agenda for the Trump-Kim meeting have been confirmed.

When he meets Mr Trump in Washington on Thursday, Mr Abe is expected to push for Japan's security concerns to be reflected.

Also on Thursday, Singapore's Foreign Minister Vivian Balakrishnan headed to Pyongyang to meet his counterpart Ri Yong-ho.

Pushing Tokyo's concerns

Mr Abe has held regular meetings with Mr Trump since the US president took office.
Once it was announced that Mr Trump intended to meet the North Korean leader - a break with decades of US policy - Mr Abe has been eager to brief him on Japan's concerns.

There are worries in Tokyo that Mr Trump might strike a deal with North Korea that would sideline Japanese interests.

Before departing for the US, Mr Abe said he would "meet President Trump to co-ordinate in order to advance progress on the nuclear issue, missiles and - most importantly - the abductees issue".

Throughout the 1970s and 1980s, North Korea abducted a number of Japanese citizens to help train its spies in Japanese language and customs.

North Korea has admitted to 13 kidnappings but the real figure is thought to be higher than that.

State news agency KCNA said the issue had been "resolved" and accused Japan of "hyping" the issue in order to harm the denuclearisation process.

Japan also saw North Korea test missiles across its territory in the past year.

Mr Abe's visit is part of a flurry of diplomatic activity in the run-up to the summit, as country's try to ensure their interests are not overlooked.

°     Mr Kim has already had two meetings with South Korean President Moon Jae-in. Mr Moon went on to visit Mr Trump in the US.

°      Russia's Foreign Minister Sergei Lavrov visited Mr Kim in Pyongyang, laying the groundwork for Mr Kim to visit President Vladimir Putin in Moscow later this year.

°      Mr Kim has made two trips to China, meeting President Xi Jinping.

°      Syria's President Bashar al-Assad said he intended to visit Pyongyang.

After an escalation of rhetoric between US and North Korean top diplomats, Mr Trump last month briefly called off the talks.

On Wednesday, Mr Trump's lawyer Rudy Giuliani said North Korea's leader "begged" for their summit to go ahead.

" Kim Jong-un got back on his hands and knees and begged for it , which is exactly the position you want to put him in," Mr Giuliani said at a conference in Israel.

Mr Giuliani, who is acting as lawyer for the US president in the Russia collusion inquiry, said the US was going into the summit in a position much stronger than North Korea.

There was no immediate response from the North Koreans to his comments.

Okorocha was reacting through his Chief Press Secretary, Mr. Sam Onwuemeodo, in a release to newsmen in Owerri, on the inauguration of states chairmen of APC by Odigie-Oyegun.

According to Okorocha, the matter of Imo APC congress was in court and Oyegun should not have gone ahead to inaugurate Hilary Eke as Imo APC chairman.

According to the release, “the worst thing that would have happened to APC is to allow Chief Oyegun to continue as the national chairman of the party.

“Chief Akande never tried to destroy the party when he was leaving as the pioneer chairman but Oyegun wants to destroy the party because he is leaving. He is not patriotic.

“In the case of Imo, he disobeyed two court orders with regard to the congresses in Imo and the inauguration of strange elements as state officials of the party just to get at Governor Okorocha because of the issue of elongation.

“And we have no option now than to ask our lawyers to press for his imprisonment and that of Osita Izunaso and all those who were involved in the lawlessness.

“The only thing Chief Oyegun has achieved in his anger against Governor Okorocha is encouraging elements with no electoral value like Osita Okechukwu and those from Imo to be insulting the governor.

“And these are people who cannot win their booths in an election.”

In an effort to fight against drug abuse across the country, the Senate has developed two draft bills for legislation to tackle the increasing drug abuse among youths in the country.

Saraki The Senate President, Senator, Dr Bukola Saraki made this known in a statement noting that the Drug Control Bill seeks to clarify the mandate and strengthen the capacity of National Drug Law Enforcement Agency (NDLEA) and the National Agency for Food and Drug Administration and Control (NAFDAC) to eradicate the illicit production, and trafficking of controlled substances.

“It also seeks to establish a central mechanism to facilitate collaboration among law enforcement, regulatory and public health authorities in line with the National Drug Control Policy.

“The Bill further focuses on proactive law enforcement and regulatory measures towards the eradication of the illicit importation, production and trafficking of controlled substances.”

The statement further said the bill sought to criminalise the diversion, distribution or otherwise dispensing of controlled substances without a prescription or license.

On mental health bill, the statement noted that, in recognition of the fact that psychosocial issues are the key drivers for the abuse of psychoactive substance, the bill was crafted to ensure that standard facilities were available in every state to provide mental health and substance abuse services.

“We must make a commitment that we are ready to do away with these problems. We should not be discouraged in the fight, as political leaders, we must have political will in the fight”.

The proposed law guarantees the protection of the rights of people with mental illness and stipulates that mental health practitioners and facilities no longer engage in practices that are harmful to people with mental health and substance use disorders.

He said, “If we continue to be a society that ignores laws and do as we wish, we are not far from being a failed state”. “But in the Senate, we are firm in ensuring that what is right is done to protect the nation. We want to see here before we finish the two-day roundtable in Kano that some pharmacies are closed down for violating the rules.

Then we will know we are serious about it”,the statement stated. Prior to this development, the Senate President had convened a round table recently on the rising drug abuse in the country.

The event which held in Kano was well attended and there Saraki promised that the National Assembly would take decisive action against drug abuse in Nigeria as part of moves to finally tackle the menace.

The Federal Government has continued to receive accolades for the approving excise duty for alcoholic beverages and cigarettes.

It will discourage importation of the goods but I am sure that the drinkers and smokers will still patronize us, even if the number will reduce. I am confident we will remain in business,” he said.

Minister of Finance, Mrs. Kemi Adeosun, in defending the increase, had said that the reviews would be from 2018 to 2020 and was aimed at raising government’s revenue.

She also said it would reduce the health hazards associated with tobacco-related diseases and alcohol abuse.

“The Tariff Technical Committee (TCC) recommended the slight adjustment in the excise duty charges after cautious considerations of the government’s fiscal policy measures for 2018 and the reports of the World Bank and the International Monetary Fund Technical Assistance Mission on Nigeria’s fiscal policy.

The effect of the excise duty rates adjustment on trade and investment was also assessed by the federal ministry of trade and investment and it adopted the recommendations of the TTC.

Furthermore, peer country comparisons were also carried out showing Nigeria as being behind the curve in the review of excise duty rates on alcoholic beverages and tobacco,” she said.

Adeosun said under the new rates for tobacco, in addition to the 20 percent ad-valorem rate, each stick of cigarette will attract one naira specific rate.

She said by 2019, tobacco will attract two naira specific rate per stick while it will attract N2.90 kobo specific rate per stick by 2020.

The Central Bank of Nigeria (CBN) has disclosed a plan to commence the recycling of waste polymer notes.

The announcement came as the bank marked World Environment Day 2018, yesterday.

The United Nations sets aside June 5 every year to encourage worldwide awareness and action for the protection of the environment. This year’s theme is ‘Beat Plastic Pollution.’

“It’s gratifying to inform you that in line with the bank’s commitment to a green and low carbon economy, management has approved the recycling of our paper waste into tissue paper, which will be donated to the society, as part of our Corporate Social Responsibility.

“Management is also in the process of concluding the recycling of our polymer note wastes into everyday plastics such as flower pots, dustbins etc., and the disposal of our electronic waste in an environmentally sound manner,” said CBN Governor Godwin Emefiele in Abuja.

The bank’s resolve followed a global call for action to reduce plastic consumption and ensure a healthy environment.

A MacArthur Foundation report to the World Economic Forum in 2016 had raised the alarm that only 14 per cent of plastics used in packaging is collected for recycling globally.

This results in a yearly loss of $80 billion to $120 billion to the world economy.

But there are even more worrying statistics on the world’s use of plastics.

Aligning with UN data, Senior Special Assistant to the President on Sustainable Development Goals, Princess Adejoke Orelope-Adefulire, in a statement, noted: “We throw away enough plastic to circle the earth four times every year.

Much of that waste doesn’t make it into a landfill, but instead ends up in our oceans, where it’s responsible for killing one million seabirds and 100,000 marine mammals every year.

And it can persist for up to 1,000 years before it fully disintegrates. For the good of the planet, it’s time to rethink how we use plastic.

“Every year, 500 billion plastic bags are used around the world; 13 million tonnes of plastics leak into the ocean; 17 million barrels of oil are used on plastic production; 83 per cent of tap water is found to contain plastic particles.

This is alarming and dangerous to the environment. In particular, it’s impacting the ocean, which constitutes the lungs of our planet, providing most of the oxygen we breathe.”

She described this year’s theme as a call to action to combat one of the world’s greatest environmental challenges and reduce the heavy burden of plastic pollution on the environment.

In a bid to reverse the awful situation, Vice President Yemi Osinbajo disclosed that the Ministry of Environment has partnered with critical stakeholders to develop a national strategy that would phase out non-bio degradable plastics in Nigeria.

At the Banquet Hall of the Presidential Villa, Abuja, Osinbajo said the ministry was also in partnership with state governments to develop a plastic waste recycling programme that would involve the establishment of recycling plants across the country.

Two plants have been completed in Ilorin, Kwara State and Lokoja, Kogi State. Work is ongoing on another in Karu Local Government Area of Nasarawa State, he said.

Osinbajo furthermore challenged multi-national corporations that produce fast-moving goods in plastics to take steps towards managing wastes.

“It is my view that to control the proliferation of plastic sachets, we must go back to the major producers of fast-moving goods, to put in place recycling programmes that could effectively ensure that while we seek environmentally-friendly options for packaging, we are keeping the environment as free of plastics as possible,” he said.

He added: “Nigeria is in a good place to lead Africa and indeed the world in beating plastic pollution. There are a good number of effective initiatives that we are considering as we develop policies.”

Senate President Bukola Saraki, represented by Senator Victor Umeh, said the legislature would continue to support the Ministry of Environment “by providing robust laws that would ensure a healthy and sustainable environment.”

Earlier, the Minister of State for Environment, Ibrahim Jibrin, said his office has been up and running on matters of pollution and waste management, and has packaged policy targets and regulatory benchmarks aimed at reducing plastic pollution in the country.

The Nigerian National Petroleum Corporation (NNPC) also weighed into efforts to save the environment, announcing a new policy it said would check waste and pollution in its operations.

The Group Managing Director, Maikanti Baru (represented by the Chief Operating Officer, Gas and Power, Saidu Mohammed) said the policy would make effective management of waste streams generated during operations a priority through the use of the best available technology.

The corporation will, henceforth, employ the “principle of the 3Rs – Reduce, Reuse and Recycle – to achieve goal zero of no harm to people and no harm to environment throughout its operations,” he said.

On its part, Visionscape Sanitation Solutions, the company contracted to clean up Nigeria’s most populated city, Lagos, urged residents to reduce their use of plastic and rubber materials to win the fight against plastic pollution.

“Curbing plastic pollution is a collective effort for all to do. This would be to the benefit of every one of us,” said Operations Manager, Shola Taiwo.

In a statement by its Lead Director, Eze Onyekpere, the Centre for Social Justice, stressed that beyond the theme of plastics, the Nigerian constitution places an obligation on the government to protect and improve the environment and safeguard the water, air and land, forest and wild life of the country. It, therefore, made the following recommendations to the authorities:

“Taking of policy and legal steps to reduce plastic pollution; prioritisation of climate smart agriculture and reforestation; establishment of the Environmental Protection and Rehabilitation Fund, to be financed by holders of mineral titles; support and mobilisation of resources for renewable energy use; implementation of the two per cent per year energy efficiency target in the Paris Climate Change Agreement; and mainstreaming of the low carbon framework into Nigeria’s budgeting system and increase of allocation to the environment, in federal and state budgets, to not less than two per cent of the overall budget.”

Others are: “Urgent and targeted steps to address deforestation and desertification through increased resource mobilisation, greater accountability, transparency and value for money in resource expenditure and involvement of communities in the interventions; cleanup of oil spills in Ogoniland and the entire Niger Delta region, and addressing of the incidence of ‘black soot’ in Rivers State.”

Iran says it has begun work on increasing its uranium enrichment capacity, in case its 2015 nuclear agreement with world powers collapses.

The head of Iran's atomic agency told reporters that it was developing infrastructure to build advanced centrifuges at the Natanz facility.

The agency has informed the United Nations of the move, but said it would remain within the rules of the deal.
President Donald Trump withdrew the US from the deal with Iran last month.

European powers are now scrambling to salvage the nuclear agreement, which imposes restrictions on Iran's nuclear activities in exchange for lifting sanctions.

A spokesman for the International Atomic Energy Agency (IAEA) said on Tuesday that the agency had received a letter from Iran on 4 June informing it that there was a "tentative schedule to start production of UF6", referring to uranium hexafluoride, the feedstock for centrifuges.

The head of Iran's Atomic Energy Organisation, Ali Akbar Salehi, told reporters on Tuesday that preparations were under way to build new centrifuges.
"If we were progressing normally, it would have taken six or seven years, but this will now be ready in the coming weeks and months," he said.

Mr Salehi said this was in line with instructions from Supreme Leader Ayatollah Khamenei, who has ordered officials to be prepared to step up enrichment if the nuclear deal - known as JCPOA - falls apart completely.

"If the JCPOA collapses - please pay attention, if the JCPOA collapses - and if we decide to assemble new centrifuges, we will assemble new-generation of centrifuges. However, for the time being, we move within the framework of the JCPOA," Mr Salehi said.

Is such work allowed under the accord?

Mr Salehi insists Iran is acting "within the framework of the rules and commitments of the nuclear deal".

The accord signed with the US, France, Germany, the UK, Russia, and China, limits uranium enrichment by Iran to 3.67%, far below the roughly 90% threshold of weapons-grade material.

In exchange, the country received relief from crippling sanctions.
Under the agreement, Iran can build parts for the centrifuges as long as it does not put them into operation within the first decade.

President Trump argued that these conditions did not go far enough to curb Iran's nuclear ambitions and pulled out of the agreement, leaving the remaining European signatories scrambling to save it.

Iran insists its nuclear programme is entirely peaceful. Its compliance with the deal has been verified by the IAEA.

What is the purpose of the Natanz facility?

It is Iran's largest uranium enrichment facility, and began operating in 2007 in contravention of UN Security Council resolutions.

It consists of underground buildings capable of holding up to 50,000 centrifuges. Uranium hexafluoride gas is fed into centrifuges, which separate out the most fissile uranium isotope U-235.
The facility produces low-enriched uranium, which has a 3%-4% concentration of U-235.

That can be used to produce fuel for nuclear power plants, but also be enriched to the much higher level of 90% needed to produce nuclear weapons.

A clear signal from Tehran

This is a clear signal from Tehran that it is not simply a bystander and that if the nuclear deal collapses it has options too.
It comes as key European countries struggle to keep the nuclear agreement on life support.

Major international companies are already beginning to distance themselves from Iran in fear of US sanctions.
The move inevitably increases the sense of tension and it probably does those countries eager to maintain the deal few favours.
